1. Purpose of EOI request

Dear Sir/Madam.

The Ministry of Higher Education, Science and Innovations, The Republic of Uzbekistan (MHESI) invites eligible consulting firms or consortium to indicate their interest in providing the services described herein. Interested consulting firms must provide information indicating that they are qualified to perform the services by the submission of information requested in this ReOI.

1. A brief description of the project

The project is aimed at qualitatively improving the level of education and expanding educational potential by creating a fund for modernizing the vocational education system (premises, equipment, educational content, etc.) of vocational educational institutions in Uzbekistan. There is a need to improve the quality of education, enhance the capacity of teachers/instructors and strengthen educational training by upgrading educational facilities/equipment.

• The project focuses on the operation of capacity-building/technical consulting programs along with the development of an online learning systems, the creation of educational content to maximize the use of online learning, such as the supply of equipment for creating IT classrooms and improving access to educational content, as well as the creation of a digital laboratory and regional offices. Digital studios for maximum use of the latest IT technologies and advanced training of teachers who were deemed suitable for the project objectives. It was planned to supply and install IT classrooms and an online learning system (digital broadcasting studio, etc.) for professional schools.

• Accordingly, through consultations with the organization implementing the project, an appropriate budget could be drawn up.

(1) Create IT classes adapted to the requirements;

(2) Establish a digital laboratory to revitalize online learning programs, including the creation of an online learning system and an educational content that can easily access online;

(3) Strengthen the capacity of information technology educators, system operators, and educational content developers through the development of online learning materials, as well as capacity-building and technical advisory programs.

Given the need for continuous consultant services, it is necessary to hire 1-2 individual national (uzb) experts to the consultant's team.

 The work scope of consultant consists of

i) Phase 1: Site survey, review, update and amendment of the feasibility study, basic design and preparation of bidding documents

ii) Phase 2: Assistance in bid evaluation and negotiation

iii) Phase 3: Supervision of implementation works and implementation for Capacity building

iv) All phases: Provide technical and administrative advice to the MHESI

1. Experience in similar projects - for Education firm (Representative company)
2. Experience in the Central Asian Region - for Education firm (Representative company)
3. Experience in ICT (Digital studio and/or broadcasting system) – for ICT firm
4. Experience in the LMS and/or OER System - for LMS/OER firm
5. The characteristics of firm and their relevance to this project - for All members

* in the assessment must indicate a clear justification partially or less than partially.

Cut-off Score: 70 points

• Note

• The Consulting firms must submit EOI and relevant evidence for each evaluation item (English). If there is no relevant evidence, the lowest score will be calculated.
• If participating as a single company, evaluation will be based on the performance of the single   company. If participating as a JV, data specifying the JV organization structure and duties must be submitted together. In addition, the performance of the company will be evaluated for each duty.  (A JV can consist of up to three (3) companies)
• Submission of company profiles for each company (including JV members)
• Consulting firms that do not respond and are late by the submission deadline, submit false materials will be rejected from evaluation and short list selection.
