Over the past eight years, the population of our country has increased by 6 million people. About half a million residential buildings have been built during this period. In particular, last year high-rise buildings for 100 thousand apartments were constructed. This year it is planned to build even more - more than 130 thousand apartments.

It is expected that in the coming years the population will reach 40 million people. At such growth rates, there will be a need for 140-150 thousand new apartments every year. This means that about 2 thousand additional hectares of land will be needed per year. However, land resources are limited.

In this context, the renovation program becomes an effective solution. For example, there are about 17 thousand old two- and three-storey houses in the country. Their living conditions no longer meet modern requirements. Electricity, gas and water supply networks, as well as other infrastructure are significantly worn out, and many houses do not have a sewage system at all.

If modern 7-9-storey houses are built in their place, three times more people will be able to live there. Most importantly, the new apartments will have modern communications, hot and cold water, and a sewage system. People will be able to live in a clean, comfortable and landscaped environment. As a result, thousands of families will improve their living standards, and what is especially important - for the first time they will feel such comfortable conditions in their native district.

Another important aspect is energy saving. With compact development, infrastructure networks and energy resources will be used much more efficiently.

So far, there is no single regulatory document in this area. In this regard, a draft law “On Urban Renovation” was developed based on international experience.

During the presentation the legal, financial and organizational aspects of the renovation system were considered.

It is assumed that the implementation of such programs will be carried out in three stages. At the first stage, in cities and districts the territories suitable for renovation will be identified and the corresponding projects will be developed. Housing owners will be offered either new housing or compensation. All agreements will be concluded individually with each owner and notarized.

At the second stage, the renovation program will be reviewed by regional and republican councils, and a construction organization will be determined. The third stage involves the construction and commissioning of new houses.

The economic potential of the areas covered by the renovation program will also increase. The first and second floors of the new houses will house retail outlets, service enterprises and small production shops. In addition, according to calculations, the implementation of this system will save 20 thousand hectares of land.

In particular, it is planned to build 20 thousand apartments at the first stage of renovation.

The Head of our state emphasized the importance of implementing such projects, primarily taking into account the interests of local residents, based on a clearly structured and fair system. In this regard, it was pointed out that responsible executives, district khokims and their deputies in relevant areas will undergo additional training on the procedure of renovation and effective organization of this work.

The issues of infrastructural provision of renovation zones, development of trade and services around the new residential areas were also discussed.
