Proposals for improving the social protection system presented

In Uzbekistan, special attention is given to needy citizens, providing them with material and moral support. The “From Poverty to Prosperity” program assists families in employment, education, healthcare, and other sectors.
However, this work is an extensive and continuous process requiring constant improvement. In particular, it is proposed to support low-income families based on their socio-economic situation, dividing them into three categories.
More than 100 types of social services, benefits, and privileges are provided to such families. It is planned to formalize the procedure for inclusion in the Register of Low-Income Families at the legislative level. Individual plans for overcoming poverty will be developed for each family, and targeted services and support will be provided. Barriers to employment for such individuals will be eliminated, and conditions will be created to enable them to earn a stable income.
Children from low-income families will be exempt from paying for after-school programs, and high-achieving students will have the opportunity to enjoy free stays at health camps. Female students from these families who demonstrate high academic performance will receive a special scholarship in an amount double the basic rate.
The presentation also reviewed measures to ensure employment opportunities for persons with disabilities.
According to the proposals presented, enterprises in the light industry that employ persons with disabilities will receive tax incentives. Additionally, the social tax rate for such employees will be reduced, and entrepreneurs who hire them will be eligible for subsidies of up to 500 million UZS, funded by the State Social Protection Fund.
It is also planned to increase the procurement volume of goods and services produced by people with disabilities through electronic trading platforms. Technical colleges will create inclusive educational groups to provide them with professional training.
To expand the coverage and types of social services for individuals requiring constant care, the “Step Toward an Active Life” program will be introduced. Under this program, services such as day care and home care, assistance with household tasks, restoration of lost motor functions, disease prevention, and other medical and social services will be provided.
The Head of state approved the proposals and gave instructions for their systematic implementation and ensuring control over their execution.
